투쟁선포문 탄저균 가지고 미군은 떠나라! 43년전 오늘은 역사적인 7.4공동성명이 발표된 날이다. 그간 두 정부가 합의하고 내외에 엄숙히 선포한 자주·평화·민족대단결의 조국통일3대원칙이 관철되었다면 코리아의 자주적 평화통일은 이미 이루어졌다. 문제는 조국분단의 원흉이며 만악의 근원인 미군이 이땅에 주둔하며 종미사대적이고 호전적이며 민족분열적인 예속정권을 조종하고 비호하는데에 있다. 올해만 해도 북침선제핵타격전쟁연습인 키리졸브·독수리미남합동군사연습이 벌어지고 북침세균전계획의 일환인 탄저균밀반입사실이 공개되고 6.15공동선언발표15돌기념 민족공동행사가 무산되지 않았던가. 현실은 이땅의 자주와 평화, 민족대단결을 위하여 무엇보다 미국문제부터 철저히 해결하여야 한다는 것을 명백히 보여주고 있다. 이에 자주통일과 민주주의를 위하여 투쟁하는 우리 코리아연대는 다음과 같이 이땅의 자주와 평화, 민족대단결을 위하여 미국이 당장 실행하여야 할 4가지사항을 엄숙히 요구한다. 1. 탄저균밀반입과 보툴리눔실험에 대하여 오바마미대통령은 공개사과하라! 미국 오바마대통령은 북침세균전기도에 대한 의혹을 완전히 해명하고 국제법을 위반한 데 대하여 응당한 책임을 져야 하며 재발방지의 약속과 필요한 조치를 당장 취하여야 할 것이다. 2. 효순·미선이 살해범을 인도하고 SOFA를 개정하라! 미국은 13년전 미군장갑차에 의하여 무참히 압사당한 효순·미선 두 여중생의 살해범들을 이땅에 인도하고 그 살해범죄를 낱낱이 인정하고 불평등한 SOFA를 근본적으로 개정하여야 한다. 3. 북침핵전쟁연습과 북침세균전실험을 당장 중단하라! 미국은 매년 벌이는 북침선제핵타격전쟁연습들인 키리졸브·독수리연습과 을지프리덤가디언연습, 탄저균밀반입과 보툴리눔실험으로 확인된 북침세균전실험을 즉각 중단하고 위험천만한 싸드배치결정을 취소하여야 한다. 4. 북미평화조약을 체결하고 북미관계를 정상화하라! 미국은 쿠바와 관계정상화를 한 것처럼 북과도 하루빨리 평화조약을 체결하고 외교관계를 수립하고 그 가장 중요한 실행조치로서 미군을 이땅에서 철거하여야 한다. 만약 미국이 이 정당한 요구사항을 수락하지 않는다면 코리아연대는 온민족의 이름으로 이를 준열히 규탄하며 이 최소한의 목표가 달성될 때까지 다음과 같은 4가지투쟁을 어떤 위협과 탄압에도 굴함없이 줄기차게 벌여나갈 것이다. 1. 지난 6.10, 6.13, 6.25에 전개되었던 코리아연대의 미대사관을 향한 평화적인 진격투쟁을 앞으로도 계속 전개한다. 2. 7.16부터 8.15까지 미군기지들을 중심으로 전국을 돌며 반전평화투쟁을 벌이는 <탄저균 가지고 미군은 떠나라> 평화대장정을 추진한다. 3. 7.4, 7.27, 8.15, 9.8 등 중요한 자주통일·민주주의투쟁의 계기마다 미국과 박근혜<정권>을 반대하는 대중집회를 개최하고 실천행동을 조직한다. 4. 8.15를 비롯한 중요한 계기마다 전세계적 범위에서 동시다발 평화적 반미시위를 진행한다. 코리아연대는 생애말년에 양키추방운동을 사활적으로 전개하였던 강희남범민련의장과 박창균코리아연대상임대표의 뜻을 따라 이땅에서 미군이 철거되고 참 민주주의가 실현되어 조국의 자주적 평화통일이 실현되는 그날을 앞당기기 위하여 언제나 선봉에서 과감히 투쟁할 것이다. 2015년 7월 4일 자주통일과민주주의를위한코리아연대 Struggle Proclamation U.S. Army, leave with your anthrax bacterium! It was a historical day, 43 years ago today, when the July 4 joint North-South statement was issued. If the three broad principles of Reunification: Independence, Peace, and the Greatest National Solidarity, which the governments of the North and the South agreed upon and gravely announced inside and outside had been carried out all the while, the independent, peaceful reunification of Corea would have already occurred. The problem is the U.S. Army, the main instigator and the root of all evil, has been staying in South Corea, manipulating and protecting the subordinated and aggressive government of the South which tries to split the nation to keep it in submission to the United States. This is very clear when looking at what happens in South Corea. The war games for a preemptive nuclear strike in an invasion of North Corea; Key Resolve∙Foal Eagle joint U.S.- South Corea military exercises conducted this year, during which it has been revealed, anthrax bacterium has been smuggled into South Corea. Along these lines, plans for a national joint event commemorating the 15th anniversary of the June 15 Joint Declaration have been withdrawn. Now, the reality for South Corea is clearly proving that solving the US problem is the top priority, greater than any other issues for independence, peace and the greatest national solidarity of Corea. Therefore, we, the Corean Alliance, struggle for independent reunification and democracy and solemnly demand that the United States of America do the 4 following requirements immediately. First, U.S. President Barack Obama must officially apologise for smuggling anthrax bacterium into South Corea and experimenting with botulinum in this land. Mr. Obama must provide a clear explanation about suspicions that he is planning germ warfare for the invasion of North Corea, take responsibility for this violation of international law, promise to prevent recurrence and take the necessary actions immediately. Second, extradite the murderers of Hyo-soon and Mi-sun and reform the US-ROK Status of Forces Agreement (SOFA)! The United States must extradite the murderers of these two middle-school girls crushed to death by armored vehicles of the U.S. army on 13th June 2002, fully admit their crimes, and fundamentally revise the completely unequal SOFA. Third, cease nuclear war exercises and experimenting with germ warfare for the invasion of North Corea! The United States must immediately cease holding Key Resolve, Foal Eagle and Ulchi-Freedom Guardian which are conducted every year. Experimenting with germ warfare for the invasion of North Corea, verified by the smuggling of anthrax bacterium and experimenting with botulinum, must also cease. It should also revoke the treacherous decision to deploy THAAD in South Corea. Lastly, a North Corea-U.S. peace treaty must be concluded and relations normalised between the two nations. The United States must conclude a peace treaty with North Corea, establish diplomatic relations similar to the normalised relations with Cuba and pull its army out of South Corea. This is the central action. If the United States does not accept these reasonable demands, the Corean Alliance will censure in the name of all people of Corea and continue its unyielding struggles for the following issues despite threats or oppression until these 4 minimum goals are achieved. First, the Corean Alliance will continue rushing the Embassy of the United States as was done on the 10th, 13th and 25th of last month. Second, we will carry forward a long peace march <U.S Army: Leave with Your Anthrax Bacterium> focusing on U.S. army bases across the whole country from 16th July to 15th August. Third, we will hold mass meetings and organise actions for struggle against the United States and Park Geun-hye’s regime on every important opportunity, like the 4th and 27th of July, the 15th of August, and the 8th of September, for independent reunification and democracy. Lastly, we will peacefully protest through multiple simultaneous anti-U.S. demonstrations around the world every time a great opportunity comes, like the 15th of August. The Corean Alliance for Independent Reunification and Democracy (CAIRD) will be the spearhead, bravely struggling to push up the date that the U.S. Army is completely pulled out of South Corea, true democracy becomes reality and independent, peaceful, reunification is attained in this land, following the will of Kang Hee-nam, the president of the Pan-Korean Alliance for Reunification and Park Chang-kyun a standing representative of the Corean Alliance, individuals who developed the “Go Home Yankees!” movement in the evening of their lives. 4th July 2015 Corean Alliance for Independent Reunification and Democracy |
